A Leading Infrastructure Contractor is looking for a Commercial Manager to create the commercial and supply chain strategy for a high-profile highways framework, you will:

  • Own the commercial and supply chain strategy for a high-profile highways framework.
  • Work with estimating and bid teams to develop pricing and tender strategies.
  • Collaborate with procurement to develop supplier tender engagements work packages, terms, and SLAs.
  • Lead the mobilisation of newly won contracts, providing guidance to operational teams.
  • Lead the recruitment of a large 15-20 strong commercial team to deliver the new contracts.
  • Ensure accurate valuations and timely submission of payment applications/notices, and manage disputes.
  • Oversee contractual administration, early warnings and compensation events.
  • Build strong relationships with supply chain partners, while working closely with the Senior Leadership Team (SLT) to help shape this function.
  • Produce and present weekly and monthly cost value reports (CVRs), providing insight into risks and opportunities.

Major new highways framework for National Highways.

First 18 months, work with bid teams to manage the tender process.

From 2028 onwards, mobilise and build a large commercial delivery team.

Candidate Requirements

Ideally, you will currently be working as a Commercial Manager, however, due to the lengthy bid process, we will also consider experienced Senior Quantity Surveyors or Managing Quantity Surveyors who are looking for career progression.

Minimum of 5+ year’s commercial experience for a leading infrastructure contractor, managing National Highways frameworks.

Must have a strong working knowledge of National Highways frameworks and payment mechanisms.

Must have experience of leading and developing medium - large sized commercial teams.

Strong NEC contract knowledge and legal awareness.
